The City of Brooklyn Center requires the registration of Cannabis Retail businesses as defined in Section 23 -2700 of the Ordinance. The registration period is a year from the date of issuance. Please review the Ordinance for a list/definition of Cannabis Retail requirements to ensure you are in compliance.

Applicants are encouraged to review the City’s Adult-Use Cannabis information and FAQs prior to submitting an application on our Adult-Use Cannabis information page.

Upon completion of application, including providing required documentation and fees, the registration application shall be entered into a lottery for one of the three (3) available City registrations. The application chosen in the lottery will be presented to the City Council for consideration at their soonest regular scheduled meeting. The City Council meets the second and fourth Monday of each month. Please allow adequate time for completion of application and Council approval when applying.

The following documents need to be available for upload during the online application process.

Certificate of Zoning Approval
Copy of OCM preliminary approved application
If offering mobile vehicle delivery, proof of vehicle(s) make, model, VIN, license plate information and Insurance provider. Must also include proof of OCM additional endorsement.
Proof of Worker’s Compensation Insurance Coverage Form
Proof of Certificate of Insurance
MN Business Tax ID Number
Proof of Payment of Property Tax
Payment of license (to be submitted upon approval from the Office of the City Clerk)
- $500 *note: fees will be held in an escrow and refunded if the application is not chosen in the lottery.
