Fix Up Fund Program
**As of 7/15/25, current funds are already committed, it is anticipated that additional funds may be available in winter 2025.
Brooklyn Center residents have the opportunity to participate in the Minnesota Fix-Up Fund Loan Program, administered through the Lending Center for Energy and Environment (CEE). CEE offers low-interest loans for Minnesota homeowners to make improvements in their homes.
Eligible projects include most interior and exterior permanent improvements including kitchen, flooring, windows, driveways, fences, energy improvements, accessibility improvements, and more! Terms & conditions apply.

Deferred Loan Option

The Economic Development Authority of Brooklyn Center is making funds available to homeowners to assist with home maintenance and energy improvements.
About the Loan
- 0% interest rate
- Loan amounts from $5,000 to $25,000
- Loan term is 15 years
Property Eligibility
- 1-4 unit, owner occupied residential properties located in Brooklyn Center.
- Individual townhomes, twin-homes and condos are eligible.
- Properties held in a contract for deed are eligible.
- Properties over 4 units, cooperatives, manufactured homes, properties held in a trust, and properties used for commercial purposes are not eligible.
Eligible Improvements
- A property inspection will determine and prioritize eligible improvements.
- Eligible improvements include most permanent exterior or interior improvements determined by the prioritization inspection.
- Work initiated prior to loan approval and closure is not eligible except in cases of emergencies.

Remodeling Advisor Visits
A remodeling adviser service that offers the following:
- Free visit from a home advisor to prioritize potential improvements
- Assistance with the bidding process
- Answers questions and provides feedback regarding project ideas
- Discuss energy-efficient options for the home

Discounts on Home Energy Audits
CEE offers Brooklyn Center residents discounted home energy audits. For just $40, you can have professional's conduct a thorough energy audit. They will install energy improvements onsite so you can see instant energy savings and next steps for how to improve your score.

Hennepin County
Rehabilitation Loan Program, Healthy Homes Grant & Lead Paint Abatement Grant
This program is administered by Hennepin County and offers deferred, no-interest, no monthly payment home repair loans to homeowners up to 80% of metro area median income ($104,200 for a household of four). Income limits will depend on your household size. These loans are forgiven after 15 years unless the homeowner sells or is no longer living at the property. Please note, there is a waitlist for non-emergency repairs. We also screen homes for the Healthy Homes grant with the intake form answers you share about your home repair needs. Hennepin County also has a Lead Paint Abatement program for older homes with original windows and with young children in the home who live there or visit frequently. Deconstruction Grants
Salvage, reuse and recycle most of the building materials from your next home remodeling or demo project with a Deconstruction Grant from Hennepin County. Our work aims to restore the character of the home so these homeowners can stay safely in their affordable homes
Rebuilding Together
Home Repair Program - Rebuilding Together Minnesota (rtmn.org) : The Home Repair program provides volunteer-delivered safe and healthy housing repairs including interior improvements (i.e. installing flooring, patching and painting), siding, windows, and landscaping. It also provides sub-contractor delivered repair or replacement of essential systems, such as HVAC, electrical, plumbing, and roofs that are critical to healthy, livable homes.
